On the range at the Genesis, the Titleist range balls were stamped with TOUR and not PRACTICE. Wondering how these balls compare to the other Titleist balls.

It's just cosmetic, they are exactly the same Pro V1s and Pro V1xs we buy in the store. Every brand provides range balls for their players, if you look at the range tent at any Tour stop you'll see buckets/bags with signs indicating each different model of ball available. I imagine the TOUR stamp is simply an identifier so they know where the batch of balls is supposed to go. Titleist does also sell PRACTICE stamped Pro V1s and Pro V1xs at a discounted rate, these are ones that didn't pass a final cosmetic check so the logo may have a blemish, but performance-wise are identical to the regular retail balls. Usually the PRACTICE dozens are mixed Pro V1 and Pro V1x.
